Can I Drive in Phuket with a Hong Kong Licence?
Yes. With a Hong Kong licence you can rent and drive a car in Phuket, as long as you also bring an International Driving Permit from the Transport Department and your passport. Hong Kong isn't in ASEAN, so the card on its own won't do, and once you've landed it's too late to get the permit. Driving itself? Easy: Thailand keeps left, just like home.

Do Hong Kong drivers need an International Driving Permit in Thailand?
Yes, you need one. ASEAN licences are accepted in Thailand by themselves; everything else comes with a permit. So pack three things: the plastic card, the permit, your passport.
The Transport Department issues the permit, either at a licensing office or through its online application. Do it before you fly. There's no office on Phuket that can help (we get this call at arrivals every season, usually from someone who was sure the card was enough).
"But my licence is in English"
We hear this one a lot. It doesn't matter here. The Thai rule is about ASEAN, not about language, and without the permit a police officer or an insurer will treat you as a driver with no valid papers.
What that means for the rental
Rentals start at 21 with at least a year of driving, and at 23 for premium cars and large SUVs. Each person who will take the wheel is written into the agreement with their own licence, permit and passport. A friend who drives without being listed has no insurance, however short the trip.
Hong Kong drivers skip the part that takes Europeans a day or two: the wheel on the right, traffic on the left, the familiar habit of looking right first at a junction. Our cars are automatics, so the only new thing in the cabin is the car itself.
Flying in from Hong Kong, you can meet the car at the arrivals exit or have it brought to your hotel or villa at any hour. First-class commercial insurance is included, the refundable deposit is 5,000–30,000 ฿, depending on the model, and the total for your dates is settled in chat before you travel. Drop your dates and who will be driving into the chat, or go through the booking form.
ImportantA Transport Department permit is only a translation of your licence. If the Hong Kong card stays at home, driving in Thailand is not legal and the rental insurance does not cover you, even with the permit in your hand.
What is different from driving in Hong Kong?
Room, mostly, and two wheels. On plenty of Phuket roads scooters outnumber cars, and they pass you left and right, bunch up at the front at every light and use the road edge as a lane of their own. Glance at both mirrors before you turn. Every time.
Hills without tunnels. The island is crossed by passes between the bays, with steep descents where brakes heat up quickly. Use the low position on the gear selector going down instead of holding the pedal.
Limits are 80 km/h in towns, 90 outside them and 100 on divided roads with two lanes each way, and a lower sign wins. The legal alcohol limit is 50 mg% (20 mg% on a temporary licence), but the rental cover ends with any drinking at all.
- Apply for the IDP at the Transport Department before you fly — Thailand does not issue it
- Carry the physical licence card — a photo on the phone is not accepted
- Put every driver on the agreement — an unlisted driver voids the insurance
- Check both mirrors before turning — scooters fill every gap
- Keep licence, IDP and agreement together — a checkpoint asks for all three
Where to drive first after landing
The terminal is at the northern tip of the island. For the first drive, the wide central road south is the easy option; the west coast road is prettier but climbs and drops over several passes above Patong and Karon.
Parking is the one thing that surprises visitors from a dense city. Beach spaces in Patong and Kata fill early in high season, a red and white kerb means no parking, and cars left on the beach road in the evening get towed. Hotel car parks and shopping centres are the calm choice.
Rain is the other adjustment. Downpours here come out of a clear sky in minutes, and the first quarter of an hour is the slickest, even on a dead-flat road. Slow down, leave twice the gap and wait out the heaviest part before a hill descent.
What happens at a police check?
Officers ask for the licence and the permit, then the rental agreement, which shows the car is rented to you. Keep the originals in one pouch in the glovebox and the stop is over in minutes. A missing permit cannot be sorted out at the roadside; it only exists as a trip to the licensing office before you leave home.

Common questions
Can I drive in Thailand with a Hong Kong licence?
Yes, with an International Driving Permit from the Transport Department and your passport alongside the card. The licence alone is not enough.
Where do Hong Kong drivers get an IDP?
From the Transport Department, at a licensing office or online. It is issued only where your licence was issued, so it cannot be arranged in Thailand.
My Hong Kong licence is in English. Do I still need the permit?
Yes. Thailand's rule depends on ASEAN membership, not on the language of the card, and Hong Kong is outside ASEAN.
Do they drive on the left in Phuket?
Yes, as in Hong Kong, with the steering wheel on the right. Most Hong Kong drivers feel at home from the first minute.
Can I use a digital copy of my licence?
No. We check the physical card at handover, and the police ask for it together with the permit.
How old must I be to rent a car in Phuket?
At least 21, with a year of driving. Premium cars and large SUVs need drivers aged 23 or older.
