A scooter in Phuket is the cheapest and the riskiest way to get around. It solves the problem of travelling light and alone, but it requires the right licence category, a helmet and an honest assessment of your own skill. A 125cc scooter is enough for town and the flat roads along the beaches. On the climbs to the viewpoints and into the hill areas with a passenger it labours — there you want 150 or more.
A helmet is compulsory by law and checked at the roadside. You get fined for riding without one faster than for anything else on the island, and this is a case where the fine is the smaller problem.
The licence for a scooter is the same as for a car: national plus international with the right category open. Without that category the insurance will not work after an accident.

Who a scooter suits and who it does not
A scooter wins in three situations: you are travelling alone or as a pair with little luggage, you are staying in a dense area such as Patong or Kata where parking a car is a quest, and your trips are short.
It loses at almost everything else. You cannot travel with children on a scooter. With shopping from the supermarket it is awkward. In a downpour it is dangerous, and the downpours here arrive suddenly and hard. On long runs across the island it is tiring.
Experience matters more than the licence
Skill is a question of its own. Phuket is not the place to learn to ride a scooter for the first time: the traffic is on the left, the roads run through hills, and locals ride close and fast. With no experience at all it is wiser to take a car and try a scooter somewhere off the road.

Which documents you need for a scooter
You need an international permit with category A open — the motorcycle one. Car category B does not cover a scooter, and this is the most common mistake: someone is sure their licence is enough while in fact they are riding without one.
There are two consequences. At a document check you get a fine — and the police on the island stop scooters regularly, especially at the roads out of the beach areas. In an accident the insurance does not apply, and the treatment and the repairs fall on you.

Besides the licence, a passport. The deposit and its terms are agreed in advance. We do not take passports as security and we do not recommend leaving one with anybody: it is a common practice at small rental shops and a source of trouble.

How much a scooter really saves
Renting a scooter is noticeably cheaper than a car, and it uses several times less fuel. Over short distances and travelling alone the saving is real.
But the rental is not the whole calculation. In the rainy season some days drop out: you cannot ride through a tropical downpour, so you take a taxi. Shopping means a taxi too. If your trip includes even one day with luggage or guests, the car comes back into the sums.
When a scooter and a car go together
The combination that works for people living on the island long-term: a car for the family and a scooter for one person short trips. That is cheaper than two cars and more convenient than one shared between everyone.
What to do after an accident on a scooter
First, check on the people involved and call an ambulance if needed. Medical care in Thailand is paid for, and this is where your travel insurance works rather than the rental one.
Do not move the scooter until the police arrive, unless it is blocking traffic. Photograph the position of the machines, the damage, the plates and the wider scene.
Why the insurance often fails
Two reasons, both avoidable: no category A on the licence, and riding without a helmet. Many travel policies exclude those cases from cover outright. Check your policy before you get on a scooter, not after.
