Is a Rental Car Insured Without an IDP in Phuket?
No. Without an IDP the insurance on a rental car in Phuket does not apply after an accident, and the police issue a fine at a check, so the whole cost of a crash falls on the driver. Cover stays in place for every driver named on the agreement who carries a passport, a national licence and an International Driving Permit. Drivers from ASEAN countries are the exception, because Thailand recognises their licences under the ASEAN agreement.

What happens if I drive without an IDP?
Two things happen, and the fine is the smaller one. At a roadside check the police issue a fine. After an accident the insurer treats a driver without the IDP as having no right to drive, and the whole cost falls on that driver: the car, anything else that was damaged and treatment for anyone hurt.
Picture the usual case. A scrape while reversing out of beach parking, nobody hurt, a dented bumper on the other car. With complete documents that is a message in the chat, photos and a wait for the assessor. Without the IDP the same scrape becomes a bill with your name on it.
Why the home card alone does not do the job
A national licence on its own has no force for a visitor in Thailand. Insurers and the police ask for the licence and the International Driving Permit together. The permit counts only together with the national licence card, which it translates, so you need both in the car.
ImportantNo IDP, no cover: after an accident the insurance does not apply and the whole cost falls on the driver. Sort the IDP out at home, before the flight.
Who is covered on a rental car, then?
Any driver named on the rental agreement who holds a passport, a national licence and an International Driving Permit is covered by the first-class commercial insurance included in every rental. The insurance follows the name on the agreement, so the question at a claim is simple: who was at the wheel, and were their papers complete?
A second driver is added in advance with the same documents and is then covered too. A driver missing from the agreement voids the insurance in the same way as a missing licence, and after any drinking at all a rental car is not insured. All three cases are avoidable before the first drive, which is why we ask for the names of all drivers when you book.
Send the dates and the names of everyone who will drive on WhatsApp or use the booking form. The car comes as an automatic with first-class commercial insurance to arrivals, a hotel, villa or apartment anywhere in Phuket at any hour, and the total for your dates is set in chat before delivery.
The rule reads the same for a Japanese licence or a South African card: the permit travels with the licence, and only drivers named on the agreement are covered.
What if the IDP stayed at home?
It cannot be fixed on the island. The International Driving Permit is issued at home, in the country that issued your licence, before the trip, and it cannot be obtained in Thailand after you land.
Tell us in the chat before delivery rather than at the car, and the plan changes calmly. If a travel companion has complete documents, that person becomes the listed driver for the whole rental. If nobody in the group has an IDP, a car with a driver in Phuket is the lawful way to use a car with no risk to the insurance: it suits anyone without an International Driving Permit.
What does not work is the quiet option: driving anyway and hoping the week passes without a check or a scrape. The week may well pass, but the insurance stays switched off for every day of it.
Where the permit is issued, country by country: where to get an International Driving Permit.
Does an ASEAN licence change the answer?
Yes. Licences from ASEAN member states are recognised in Thailand under the ASEAN agreement, so drivers from Malaysia, Singapore and the other member countries rent and drive on their own licence and are covered when listed on the agreement.
Two details still matter. A licence that is not in English travels with an IDP or a certified translation. And a roadside police officer may still ask for an IDP, so carrying one does no harm even when the ASEAN agreement recognises your card.
And on a scooter?
The rule is stricter, not looser. A scooter needs category A, the motorcycle category, open on the national licence and on the International Driving Permit, and a car licence, category B, covers cars only.
On a scooter the insurance applies only with category A, and many travel policies exclude a rider who lacks category A or a helmet. If your documents show only category B, a car keeps you insured where a scooter would leave you exposed. Our page on the motorcycle licence to rent a scooter covers category A in detail.

Common questions
Will rental car insurance cover me in Phuket without an IDP?
No. After an accident without an IDP the insurance does not apply, and at a roadside check the police issue a fine. Drivers with an ASEAN licence are the exception.
Can I get an IDP after arriving in Phuket?
No. The International Driving Permit is issued at home, in the country that issued your licence, and it cannot be obtained in Thailand after you land.
Is an IDP enough on its own?
No. The permit counts only together with the national licence card, which it translates, so both stay in the car whenever you drive.
What else voids the insurance on a rental car?
A driver missing from the agreement voids it in the same way as a missing licence, and after any drinking at all a rental car is not insured. All three cases are avoidable before the first drive.
Do ASEAN drivers need an IDP for the insurance?
Not as a rule, because licences from ASEAN member states are recognised in Thailand under the ASEAN agreement. A licence that is not in English travels with an IDP or a certified translation.
Am I covered on a scooter with only a car licence?
No. A scooter needs category A on the national licence and the IDP, and on a scooter the insurance applies only with category A.
Do I need an international driving permit to rent a scooter in Phuket?
Yes. A scooter needs category A, the motorcycle category, open on both the national licence and the International Driving Permit; a car licence, category B, covers cars only. Without category A the insurance does not apply on a scooter.
